Max base level is 500 for all classes. Max job levels are 150 for all advanced and extended classes, 150 for all Taekwon classes, and 150 for Super Novice.

Max refine is 10, and yes, you can break your stuff like always and for 100% upgrade for +10..use Perfect Refiner

You can either use the Perfect Kafra located in every single town.

Use Perfect Kafra.
If you donate Perfect Refiner..use this on the NPC name "+10 Refiner" the Elf that Drinking Beer at Prontera.
 
"Where can I rent carts/pecos/falcons?"
Anything can be rented from Perfect Kafra.
 
"How do I make dyestuff?"
Only sure way is to make it yourself. Follow the guide on RMS if you don't already know how.
Another method would be to hunt a Myst Case Card, and farm Gift Boxes.

Talk to any Warp NPC, select Special Places, then Mall of Asia. You can also find here the Vending Area and Quest Area.

Vote every 12hrs to obtain Points, join the Hourly Event (automated) and the GM Events.
